Faction Questions

Another newbie question...

If I am looking at quests on the wiki, and the quest-giver has Factions - none Opposing Factions - none does that mean:

1.) The NPC will not be KoS to anyone and anyone can do the quest turn ins

-OR-

2.) Just that if you kill the NPC it will not result in any faction gains or losses
