I'm not sure how that can be considered a "horrible tragedy". Mothers unfit or unable to raise children should not be bringing them into this world. That's how dysfunctional families happen, which lead to crime. Not to mention the fact that the individuals committing those crimes tend to lead emotionally poor lives, which is something of a torture in itself.
The huge drop in crimerate the 90's saw in the United States was due, in part, to the abortions of a generation of would-be criminals.

Well if the abortion rate is 40% that says a lot about how much dysfunction there is in New York... you guys are in a lot of shit it seems. I can't think that number represents a catch all of "unfit mothers", people need to rubber up and get some birth control down them if they don't want babies rather than dealing with it in abortion clinics :/
