Yeah, it only had a proc mod when they redid the spell-level progression on live. Ward Undead went to a 12 point nuke (from 42) so they gave it a 4x proc-mod. Staff was pretty boss until 24 or so.

if you can use enchanted dwarven plate that shit is best in slot...well for some prices forever.
