It's not working completely flawlessly on emu, but the caps are at 113 charisma and amiable faction.

You'll see prices improve as you go up to 113 charisma and amiable faction, until you reach the best possible price that the vendor will give you.

Just to add to this, a big problem was too much of the civilized world was amiable, or worse warmly/kindly. As that gets fixed, you should expect better prices for your buying/selling in the logical places, i.e. Trolls = better faction in Grobb = better buy/sell prices there then they would get in Dark Elf town. Etc.
