Not sure how relevant this is, but I recently discovered my Halfling Druid is Indifferent to the merchants of FoB. I didn't go into Cabilis to test it, but I was able to purchase from every FoB merchant.

Yeah that is not right. They need to be set to dubious, unless p99 is still in the old old old phase that still had outright KOS merchant type NPCs.

Halfing Druid can buy/sell in Calibis , but a Human Cleric of Innoruk can't train in the Main Temple of Innoruk in Neriak.. go figure.
