This quest was not working very well and was missing several elements.

Pending update:

-You must be amiable or better
-Added missing dialogue, faction adjustments, loot, and experience rewards
-Added missing scripted events involving Gash Flockwalker, Raffel Minnmorn, and the innkeeps
-Raffel Minnmorn now has a beggar texture
