Not sure about free tools but I've used Ontrack back in the day:
https://www.ontrack.com/en-us/data-recovery/software The free trial will show you what it finds so you can at least see if it'll work. I have no idea what their current pricing structure is - we had an enterprise version back when I used to use it.
