As far a shaman+war (or any melee) goes, in my duo'ing experience, GHeal+Regen+Slow was fine, and I didn't have to run my mana bar down to empty keeping the melee healed.
Obviously nothing can replace Cheal, but hopefully you don't put yourself in a situation where you would need it.

SHM+SK is a better duo and also a great start to a group just like WAR+CLR

as a former long time SK, I rate us higher as a group tank than warriors, but I am probably biased..

But when grouping with a shaman there's a concern with aggro. In which case, SHM/SK is probably a better choice than SHM/WAR for snap aggro. CLR is often a better choice for healer as a duo for a warrior because they typically only have to cast once every other fight. 1 CH and you are good as new. The rest of the time they can tab to a different window and watch porn.

sk are better at keeping agro then a warrior, i wish i saw more paladins though

at lower levels CC is your biggest challenge.

Myself, I've always personally enjoyed unique setups,

Ench/SK
Ench/Pally

CC is the most valuable thing someone can offer to a group.
clarity combined with these 2 classes allows a means to heal. If you balance the ench pet taking some of the damage and make use of slows the SK or Pally can stay alive.

A less unique and even more powerful combo is

ench/dru
ench/sha
ench/cleric

fighting is very tactical and requires a lot of precision if you want to move around in big dungeons. outdoors there's no problem.
out of the 3 I personally dislike shaman because druid and cleric get both get buffs that stack with the ench HP line

Strongest combo IMO, is Cleric / Ench

Depends on your playstyle but literally any class you want to add to that combo makes a group

forgot the mention caster dont require gear as much as a tank needs it to be effective.

Also,
A buffed enchanter animation has more damage mitigation than any tank sadly.
Just single pulls with lulls and let the pet tank it down, you can own most dungeons

To the OP's question, this is not a very efficient duo unless you are basing it on starting a group.

Cons:
Exp wont be great since DPS will be rather poor.
Crowd control will be an issue.
You will have no means to snare.
You will have no means for rapid transportation of any sort.
The tank's aggro is questionable; no snap aggro and no buffs to help gain aggro.
You will have no means to track.
You will have no means to debuff tough mobs.

Pros:
You will have stun.
You will have complete heals.
You dont have any hybrid penalties.

For a small group with a healer its pretty tough to come up with logical reasons to not choose a shaman, especially at level 24 and up. Regens, slows and cannibalize allow them to easily keep a tank alive while maintaining mana. Haste and the best melee buffs available will increase dps massively which affects exp and the toughness of mobs that can be encountered. SK is definitely the king of the group tanks. In a strictly duo situation, they're even better. FD pulling, snares, snap aggro, self healing, and more DPS than other tanks (if you know how to thread your spells).

As for Cleric...it's hella boring. Shaman is by far the best healer for a duo. They bring more utility to the table than the other 2 priest classes, and while a Druid's ports are nice, there is absolutely nothing that compares to Slow, stat buffs, and mob debuffs. The lack of DS is somewhat of an issue (though partially fixed if you use an SK thanks to Banshee Aura), but DS is always more of a perk, and you can get pots.

its a very safe choice, perhaps the safest, but incredibly slow, a wizard would benifet this team greatly, nuke twice a battle on blues and white mobs to speed up slow dps of war 2hs and clerics lack of non undead dd
