IP Ban ?

I don't dual box, first I find boxing ridiculous and I am fully aware of the restrictions and have only one machine anyway. I am a web developer and use my VPN for other purposes. I just wanted to diagnose where the problem could be. I don't have any error message because I won't pass the loggin screen. I end up with the message "a Connection to the server cannot be reached", could it be my ISP blocking port 5998 ? this has already be mentionned on the forum somewhere.
