Abolish because PvP problems should be resolved with PvP. Players can call for help, switch characters, wait for the right moment when opponent is distracted, or just log off and come back later. LnS is pointless and a waste of guide time.

If the concern is about new players make LnS only applicable for 45 and below. Anyone able to go the Planes should be able to get help. It makes the server more classic, but still protects new players from griefing. Should also free up guide time from petty guild rivalries.

LNS should be kept in the game. However, i believe with the small population that red already has, suspensions should really be minimized and should not exceed 3 days. I would actually be more in favor with ingame warnings. Suspending people just makes people quit, the population is low enough.
