Shaman. Ranger brings harmony, snare and root CC, so there's a little meat with the gravy.

If no one wants to heal make a rogue and snare kite, ranger snares/bows and monk/rogue just pound the crap out of the mob while it chases the ranger

Keep in mind that both monk and ranger can get items to self-haste at higher levels. Rangers can also 50% slow with swarmcaller or epic. Under those circumstances, a cleric gives you a big bang for the buck as you end up with a lot of non-overlapping skills.

Shaman/enc are both very good choices too. An iksar monk with fungii chloro and mend will be able to tank a lot of things without you encountering significant downtime if you did go with an enchanter.

True, but betting on a swarmy proc can be a losing proposition. Procs are best when they are handy, not essential [You must be logged in to view images. Log in or Register.] epic is more reliable, but still.
