In actual classic EQ, yes you could turn in items 1 at a time.

But don't do that on p99. Hand in everything at once. Only certain quests have the "can turn items in separately" thing (known as multiquesting or MQing) coded in, and they're generally all high level quests (epics, VP key, etc).
