Only negative effect it has is that it can keep underdog guilds from participating, if their xp groups are getting killed often. Penalty for death is good, but it shouldn't be so harsh that people don't want to join the fun, it should just be enough to keep people from bindrushing / running in and sit naked next to mass pvp and do nothing while claiming LNS.
SZ had 50% exp loss on pvp death, restored with rezzes. It worked pretty for the most part - bind rushing was rarely an issue.

Bind camping was an issue until Luclin, but it wasn't against the rules there like it is on R99. I think here it'd be easy enough for GMs to rez the victim and ban the offender if someone gets bind or corpse camped.

Funny that a server under Sony's administration, with their primary responsibility being the acquisition and retention of paying customers, was still more "hardcore" than R99.

Hurting people killed within a certain amount of time of their last pvp death is a good thought. It would be a shame if someone is legitimately killed in two different zones in situations that were not connected but every system cannot be perfect.

Giving someone a full exp loss for a pvp death within 1 hour of their last pvp death would be interesting. I would say just forget the rez portion of it.

It would get rid of people fishing for a death while on a corpse run as well. If someone was legit killed while on a corpse run the griefer could then be punished by a suspension but hopefully the exp loss would deter those from attempting to get killed just to rat others out. Maybe this would cut down on the work load while still enforcing the current rules.

To be fair, SZ went a long ways towards drawing the scum of the internet away from the other servers. I think SOE's primary purpose was to herd all the assholes into one spot so they could ignore them.

Nah they made SZ to prebuild a legends server playerbase before it was launched. They made bank overcharging good/neutral SZ players to go to Legends and get keyed/geared.
