There's also this idea known as "civilization," in which individuals interact with each other in non-violent ways and respect the conflicting will of others. I understand the biological and mental evolution involved, but there's also self-control and freedom of will.

That is seriously one of the more regressive and backwards attitudes I've seen about male sexuality. For any person who has jumped into the purely sexual aspects of a relationship, you will understand that there are levels of intimacy, and an entire spectrum that spans more than your discharge.
Let me guess, when you speak of "following through completely," you're speaking exclusively of the male orgasm, correct? That is the purpose of sex and the end of sex? Typical male chauvinist.
