Can't you buy banded armor in East Freeport off vendor? I'm positive I bought banded mail there.

I'm fairly sure it's crafted only, it is possible someone sold the banded mail to the merchant?

I'm serious, in one of the blacksmithing shops in East Freeport that has a forge outside if it, you can buy banded mail. It wouldn't hurt to check. That's how I got my banded mail for totemic BP quest.
