Chance should be pretty high.. I believe they keep folders with deleted characters / bodies that have rotted so it may take time but you will most likely get them back

They have restored many characters like this just be patient and keep at it and when one of them has time they will

It has happened before. Just depends on whether they believe their story and how much they care. I gave up on getting characters restored. But to be honest it's taught me that deleting my characters, including all gear and plat and starting out fresh again is actually surprisingly enjoyable.
