Thar Kelgand

This guy should have no faction hits. He is the dwarf fisherman at BB Dock.

I'm druid halfling and I had been killing these guy forever, 1 of the dwarf fisher man still con "indifferent" but Thar is ready to attack.

This changed after latest patch.
