Unhappy Friend getting the evil 1017

So I've been trying to help my friend setup EQ to play on the server but he constantly gets the 1017 error no matter what we do. I've tried checking most, if not all, of the other posts about 1017 but they haven't helped. I guess I should list off some stuff that might bring something to light.

He runs Win7 on a laptop with wireless
We tried doing fresh installs of Titanium twice
We did a fresh install, then used EQlite to shrink, then Duxa's all in 1 to patch it
After that we ran EQEmu, it updated from 1.22 to 1.24
Once it restarted we make sure the folder path points to C:/EQLite
We selected a server, had to choose pvp since normal was down
Everything went smoothly when it downloaded/patched the files for the 1999 server
The game started up and we logged into his account and got to the server list easily
Once we click the play everquest button for the server it does the 1017 over and over

We have tried doing the allocate thing for 1 processor
We tried running the exe in different compatibility modes
We tried disabling all anti-virus/firewall software
The laptop runs on the admin account but says it needs admin acess half the time
His router's firewall "might" be block some ports, will check when I get in touch again
I'll try to help him connect the modem directly to the laptop and see if that helps

Annnyways, If anyone could help us in any way, even just suggestions on what to try next, I'd really appreciate it.
