Game Mechanics: Research

This can't be right:

• Hit level 16.
• Train research (16); can not train further. [Skill is 16.]
• Perform first combine; fail; get better (5). [Skill is now 5.]
• Attempt to train again; can not train further.

Someone tell me this is or is not working as intended because this seems fucked up to me.
