NPC Spawn Issue: Brownie Guards in Lfay

Perhaps the spawn time was changed down the road, but I remember the spawn time on these being 16 minutes. Currently, it looks like they're closer to 8-10min.

Further, Graffe's library also states it as 16 minutes.

Can anyone else verify that the current spawn rate is slightly fast? Seems minor, but makes a big difference for the mana pool.
