Game Mechanics: Breathing underwater in everfrost

I was swimming to the underwater tunnels in Everfrost today and went to the very top where the layer of ice was and was able to catch my breath. This should not happen that was a risk of going into the holes and swimming in those rivers was drowning if you didnt get to your destination quick enough or have enduring breath of some sorts.
