Weird Lagging Bursts

I seem to lag every few seconds. I will slow down and speed up and slow down and speed up over and over again. This makes it impossible to run away from any mobs, and it is really frustrating.

This happened to me once before, but then it went away for 6 months or so.

Anyone got any ideas?
