NPC Spawn Issue: Missing drops and a missing mob

A friend of mine was doing some leveling and reported certain items weren't dropping, so I did some investigation. This applies to both blue and red.

Pristine Kobold Pelt not dropping off the sentries and watchers in Toxx forest.

Along with this the Kobold Ribcage and Kobold Sternum are not dropping from them either. This is from the Paineel era timeline. Maybe I just had bad luck but... doubtful!

I also could not get Obretl to spawn in his tower in SRO.

The Terror forged mask quest etc are all in game for Paineel. Just wanted to follow up on these items. More to come as I do my poking around as time permits, but it may be quicker to get some developer eyes.
