Miscellaneous: unable to loot players

i frequently encounter a bug when i kill someone if i do not loot them immediately i am unable to do so at all.

not sure if there is a time limit, or maybe the npc 6 min loot timer is applying to players and bugging when it expires, if it has to do with range, dot kills or when they log off.

all of these are possibilities and are the only variables i have noticed one or more (usually most of them) of being present when this happens.
