Default Proc rate

I was going to post this earlier but I forgot and the "whirl" thread reminded me. Proc rates are WAY higher than they're supposed to be. For most weapons (i.e.: nearly all of them) the number of procs per minute (PPM) should be one with 100 dex, two with 200 dex, etc. This should also apply to buffs of any kind; illusions, poisons, etc.

Mobs are supposed to proc more than players but they shouldn't even be proccing as much as players are now.

I'm not sure if this is implemented but PPM should adapt to haste/slow. i.e.: your chance to proc per swing should increase if you get slowed.

Seems about right to be, I proc on average once per fight with close to 100 dex. Some fights I get zero procs, some I get three procs.

I guarantee it's not right. I group with a warrior that has two proccing weapons (also note that the offhand PPM is supposed to be cut by 50%) and even with a dex buff (still less than 200 dex) he procs way more than three times a minute.
