p1999 Rules?

I have a feeling the link is staring me in the face, but I can't seem to find it to save my life. Where are the p1999 rules posted? I noticed that boxing isn't allowed (which I'm 100% fine with, though I had intended to level a porter).. curious what other rules there are.

p1999 sounds like a blast. TLP ain't cuttin it.
