Admins - Does Server need changes?

There are a lot of threads being started about the health of the server. A lot of suggestions have been made on how to fix the dropping population. There seems to be consensus throughout the server on what needs to be changed, such as experience rates and pvp exp loss(which is dumb imo) or maybe the holidays need to just end.

The purpose of this thread is what is the Admins of the servers response to this? Do the admins believe a change needs to be made before the server is lost? What changes actually have a possibility of occurring?

This is not a thread that requires trolls. Simply looking for GM response.

I for one think the leveling rate and player base is fine.

Until the last players on the server are <Holocaust>, it hasn't been won anyway. Heres to seeing the population at 20 asap.
