It had a cast time. Not sure if you should be able to cast on others cuz you currently can't.

Classic Cloak is instant cast. Exactly like how we had it on Blue... I don't understand why we're not following the same time line here?

It was instant cast, and as long as you knew what you were doing, you can move up the Z axis with it.

We had a giant thread about this when Quillmane was first added to P99.

The cloak is supposed to be instant cast, and then the cloak becomes nerfed with a casting time added to it. Previously obtained cloaks were kept at instant, though.

I don't think it was ever fixed on P99. I doubt it will be here, either. It's a bummer.
