NPC Spawn Issue: a drowned citizen

These are not spawning in the West Freeport sewers, as marked #3 on this map:

so does this mean the quest "The Acolyte" is not in game? I'm a little confused since it's in the wiki:

quest and npc were entered into alla in jan2001

first post was Jan 28 2001 and Aug 18 2001

so velious imo.

p99 developers/staff do not maintain the wiki. It is maintained by the players.
