Low level Enchanter spells pulling too much aggro

Me and my brother have been grouping together on the new red server, and we've encountered some aggro issues with enchanter. No matter how many spells I cast to pull, if he casts one, all aggro goes to him. Regardless of how much damage I do to the mob initially.

Working as intended?
