This spell is being resisted by PCs with no gear on, it barely provides any snare effect if it lands anyway, and it has maybe a 30% success rate of landing in pve.

yes the snare effect is clearly broken.. Also on mobs when they run toward you they are barely snared... but when they are feared while snared it works as intended...
