item reward possibly bugged? - Tailored Quiver

have turned in head 3 times and each time recieved -
"Tailored Quiver"
weight 0.4
Capacity 6
Size Capacity: Medium
Weight Reduction: 0% <------

vs

http://wiki.project1999.org/index.php/Tailored_Quiver
identical stats except weight reduction: 22%

working as intended just id's wrong? any clue?
