Spells: Memory Blur

This spell should work on friendlys.

I can't find evidence via waybackmachine...., yet I have distinct memories of using Mem blur to pull my animation off of it target during Kunark era. Also I recall using it 'just for the emote' on players in the Freeport bazaar, often -soandso blinks, during the main and Kunark era.
