Spell Description Trouble

Recently I've started playing on the Project 1999 server again. I downloaded all the necessary updates and I'm able to log on without a hitch. However, if I hold right-click over spells and scrolls I don't receive a spell description. For example, Chords of Dissonance's icon relates its mana cost and skill typing correctly. But underneath there's no text, nothing that indicates its damage-over-time or even suggests that it deals damage; it's an empty window. I haven't encountered any crashes or errors so far, but it's quite vexxing. Has anybody else had this trouble before, and how might it be corrected without a complete reinstallation?
