NPC Spawn Issue: an emperor fae drake

In Lesser Faydark, these mobs con indifferently to me, however, a monarch fae drake cons kindly to me (I'm a wood elf). I think they don't have a faction assigned to them. These mobs also sometimes spawn in Greater Faydark, according to Alla.

Alla shows them as being on the "Sky Talon" faction.
