Game Mechanics: Damage cap Bug

So level 18 warrior here using a firerune brand . 21 40 and it hits for 28 max damage. I'm wondering if this is because my 2h skill is at 61 or if it's a bug.

Sorry I haven't had time to read all the other posts on the subject, but I have read that the cap 20<10 is 40 damage.

If this is normal then sorry for wasting your time. If it's not then some assistance would be appreciated.
