NPC Spawn Issue: West Commons Under the World

There was an issue today around 2:30pm EST with trying to locate willowisps in the West Commonlands for the acquisition of Greater Lightstone. The druid tracking for me found that many of the willowisps he was tracking would be under the world when we got to the location.

I submit a /petition about it and the GM Zinistra came out to West Commons and confirmed that there were not only willowisps, but a lot of other mobs that had spawned under the world as well and asked me to submit a bug report here on the forums about it.
