Recipe Books not sold

One vendor who sold rings, chains, and arrowheads is gone due to a patch. However, the one remaining vendor who is supposed to sell it doesn't. Issilyn Ristan in East Freeport.

Ikthars Fine Steel Skin recipe book should be sold by Krystiana N'Ryt in Neriak doesn't.

I didn't see anything on the wiki about it.
