NPC Spawn Issue: Jovan is missing from HHP

Jovan is supposed to be upstairs in The Lumberyard in Highhold Pass for the cleric Sol Ro Vambraces of the Fervent quest.

I've spent a few hours waiting to see if he would spawn (read he has 3 hour timer). I've also read classic threads that say he is always there, insta respawns. Either way, he is not spawning. Bug?

Fixed, pending update.

He was sharing spawn points with other npcs in that building. After the patch, he will be statically upstairs similar to what that picture indicates. He will depop when you give him the tonic and respawn 3 hours later.
