Dagger of the White Rose

The Halas Barbarian rogue GM should drop a unique dagger. https://legacyofsteel.net/archive/2001-08-26

It's been quite a few years since I've killed him, but I believe we did it 2 or 3 times and it didn't drop. Is this not in the game, not a guaranteed drop, or WAI?
