What has 0 mana and can breathe fire and dragon roar, yet has a lover who can be drained to 0 then do neither?

Hint: some sploity stuff afoot. Wru High Priest?

Is dragon roar and her breath really tied to Lady Vox's mana pool?

Vox should continue to Frost Breath and Dragon Roar without mana.
