Mobs conned incorrect? (not sure)

So I was in west karana on my human monk trying to turn in some lightstones I got

from Erud's Crossing

While on my way, I came across some ogre gaurds/shamans. I conned them and they

were all "amiable"

So i came closer and yeah, they were seriously all amiable

I came a little closer and all of them ganged up on me and I was back in qeynos

Is this a bug or an intended classic feature?

I checked the wiki and they don't seem to have anything special:
