I was looking for a p99 era JC guide to leveling the skill. Looking for the "chepest" path to leveling. Anyone have any links to one or advice?

have int maxed out. my enc has only 140int and between 180 and 190 skill, it took like a 1000 combines.....

Or Wisdom [You must be logged in to view images. Log in or Register.] But yes, definitely get as high as you possibly can, as it makes a big difference in skill-up rates.
