Trouble with getting going

My spouse has convinced me to create an account. He can play, no probs. I ran into the IP issue and have submitted an exception request.. the reply i gave when they requested more info has been approved but I'm still not able to log in.

But also. For shits and giggles we connected a surface pro to my mobile hotspot and I still can't login. Is in an up level issue or account level??
