When is poisonmaking: spine break in game?

Just ventured to Gindin in WK and found that there's only half the reagents available for making Spine Break. Is this intended?

Patch Day
Though today's patch is primarily comprised of fixes to various bugs that have been reported by the players, we're also pleased to announce a few enhancements:

Ranger spell "Jolt" now has a lesser casting time.
Many new recipes for the "Make Poison" skill are now in game.
Features include: Several new poison books, stackable components, new suspensions, some purchasable components, and players now have the ability to purchase vials. Please check your vendors.

Thank you for looking into this. I had put classic tags on what he had at launch. Wasn't sure when other stuff came into the timeline.
I'll mark the appropriate items now!

This may have been a bug then...
I ran out to him when I edited to the wiki.

Because the poison vials & suspensions were on him, on P99 green during 1999 classic, unless i'm mistaken? Which isn't me saying that it may not be a bug.

If anyone has a better idea of what era this merchant sold items it would benefit the wiki greatly!
