Default 10 dose shrink potion not working

My character is a 50 shaman, I made shrink potions (Ant;s potions) and made them into 10 dose potions. When someone wanted to use it, the message was: You are insufficient level to use this item. So I tried it myself, and I get the same message, also let another lower level guildy try it, they all get the message that they are not sufficient level to use it.
This HAS to be a bug, as I have made the potions for them before, and they have definately used them too.
Can you fix this please?

Did you make it recently? It should’ve been blocked last patch. It shouldn’t be craftable until February 2000 patch. I’ll double check rules.

Were you in a dungeon? Shrink spells require an 'indoors' zone to work.

Any of them on green that were made prior to the fix are useless until this era.
