Is there a XP cap on quests

For example, gob ears quest being done by a lvl 1.

Yes. It's based on the total amount of XP that a player of your current level needs to level. If a turn-in results in more than that amount of XP, the excess XP is not counted in your XP bar. Turn-ins are still good XP at low levels even with the cap though.
