Do I have to manually turn on meditate?

I'm level 10 on my Druid and I had to manually train Meditate up to skill 27. I sat my character down and went to do chores for half an hour and my med skill did not go up once. Then I discovered I needed to have my spellbook open with the Meditate button toggled. This does not happen on Blue or on my other Shaman character so I don't know if it's a bug or an intended feature.
