Freezes after pressing Enter World / Error 1017

I've been playing off and on for past few years, and stopped a few months before Green / Teal were released. Decided to try new servers but haven't been able to log in on any servers or characters. Either Error 1017 or after choosing a character and pressing Enter World the game freezes, but music continues to play.

Downloaded newest spell files (v52), tried multiple fresh installs on different Drives, tried launching through EverQuest folder itself (Launch Titanium), EquEmu, and WinEQ2 (what I've always used). Allowed all applications in Firewall, no Overclock settings, flushed DNS cache, Compatibility mode, Run as Admin, etc...

Just lost at this point.
