Game Mechanics: Cancel Magic Should Be Top Down

My understanding is that the classic mechanic for Cancel Magic is that buffs should be removed from top down with no chance of removing a buff from a different slot. As is on the Green beta, it appears to favor the top slot but there is a chance that a different buff will be cancelled instead.
